In this seminar, Professor Alexander Stremitzer (ETH Zurich) will present his latest paper, Framing Rules: Rights by Permission vs Rights by Exemption. The paper examines how legislatures regulate morally contested conduct, such as abortion, assisted dying, recreational drug use and surrogacy. It compares two legal approaches: affirmatively recognising a statutory right and maintaining a general prohibition while creating specific exemptions. Stremitzer explores how these different forms of legal framing can influence public support and shape the way contested freedoms are perceived. The seminar is organised by the Amsterdam Center for Law & Economics (ACLE).
