Which measures can be employed to effectively target online disinformation and hate speech, safeguarding both freedom of speech and democracy? What is or should be the role of big platform organizations (Meta, Google, TikTok) countering manipulation of data or the involvement of third states in on line information seeking to influence the outcome of elections?

This workshop seeks to identify and discuss, current patterns in how democratic values and outcomes of elections in Europe risk to be manipulated by AI enforced disinformation, hate speech and micro targeting, including the involvement of third states. Discussing these questions explores the effectiveness and gaps of existing tools and EU legislation addressing the responsible use of AI and online platforms such as the Digital Services Act and the AI Act.
